Due to their strong fields, heavy atoms provide unique challenges and opportunities for QED theory as they often require a non-perturbative treatment of the Coulomb interaction to match experiment. In this talk, I will present recent developments for the theory of x-ray scattering by heavy atoms. I will discuss the cross section and polarization properties for the inelastic and elastic scattering channels, which have contributions from Rayleigh, Compton, and Delbrück scattering. Moreover, I will show the connection between Delbrück scattering and important contributions to the Lamb shift, which are currently only known to lowest order and limit the possibility for strong-field QED tests with highly-charged ions."
